Drum and bag sizing can be a bit confusing. The size stated for a bag is not the bag's own dimensions, but the size of drum it's meant to fit. If you have a 14" snare drum, you buy a 14" bag – there's enough room inside for hoops and lugs so the drum fits comfortably. If your drum has large rim mounts, it can be wise to go one size up on drums between 8" and 13". The same applies to the stated depth: it's the drum's depth that's given, not the bag's.

Not sure of your drum's size? Remove one head and measure the shell's outer diameter – that's the figure used when talking about that drum's size. The same goes for depth: measure the shell itself, not the hardware on top of it. A drum with a 13" diameter shell and 10" depth is called a 13"x10" drum, regardless of how much bigger it becomes once hoops and lugs are mounted.
