The stated size of a case isn't the size of the case itself, but the drum size it's meant to fit. If you have a 16" floor tom, you buy a 16" case. Room for lugs and hoops is already accounted for. If you have a drum with an unusually large suspension mount (RIMS-type) in the 8"–13" range, it can be a good idea to go one case size up, so there's no extra pressure on the mount. The same applies to depth. It's the drum's depth that's stated, not the case's.

A drum's stated size always refers to the shell's own diameter and depth, measured at the outer edge, excluding hoops and lugs. A drum with a 13" diameter and 10" deep shell is always called a 13"x10" drum, regardless of how much larger it becomes physically once hoops and hardware are mounted.
