The Evans Hydraulic Blue 16" is a two-ply, oil-filled (hydraulic) drum head built for a fat, compressed tone. The layer of fluid between the two plies dampens overtones and delivers a full, controlled sound even when the drum is tuned extremely low.
The two-ply oil-filled construction keeps the tone from thinning out at low tunings, something single-ply heads often struggle with. The result is a warm, compressed sound with some natural dampening already built in, so you don't need to add your own muffling or gel pads.
